Complaint must be "submitted within two (2) years after discovering the harm(s) and within a maximum of five (5) years after AFD has made its final disbursement to the Beneficiary of the Project 2 years after the harm is discovered, but only up to 5 years after AFD has made the final disbursement of funds" (p. 10).
